The operational objective from the Ramsar Convention Strategic Plan that should be considered here is: Operational objective 5: invasive alien species. Parties are asked to develop guidance and promote protocols and actions to prevent, control or eradicate IAS in wetland systems.

Appendix 1 of AEWA Column A provides status of the population of migratory waterbirds.
  • Category 1 are included in Appendix 1 of AEWA and they include species which are listed as threatened in the 1994 IUCN Red List of threatened animals and populations which number less than 10,000 individuals.
  • Category 2 include populations numbering between 10,000 and aruond 25,000 individuals.
  • Category 3 include populations numbering between around 25,000 and around 100,000 individuals and are considered to be at a risk of concentration into a small number of sites at any stage of their annual cycle; dependence on a habitant type which is under severe threat; showing significant long term decline or showing extreme fluctuations in population, size or trend.

The Strategic Plan set out 5 goals and the most appropriate goal to be considered here is : Goal 1,Wise Use, and in particular: Strategy 1.9, Invasive Alien Species .Parties are encouraged to develop a national inventory of IAS, develop guidance and promote procedures and actions to prevent, control or eradicate IAS in wetland systems.
