This refers to Paragraph 14(d) and is directed at developed country Parties. Facilities measures include export credit programmes and tax preferences as well as related regulations.

This parra combines the reduction of poverty and providing the opportunity for a higher quality of life and a high quality of environment for all ASEAN people. This obligation is duplicated in the Indigenous and Local People, Livelihoods and Equity section of the Sustainable Use module.
