The Framework helps interpret the Strategic Plan 2003-2008 contained in Ramsar Resolution VIII.25, Annex.

This refers to Action 3.3.1 under Operational Objective 3.3: Increase recognition of the significance of wetlands for reasons of water supply, coastal protection, flood defense, food security, poverty alleviation, cultural heritage, and scientific research of Operational Objective 3. Integration of wetland use into sustainable development. Ramsar Resolution VIII.4, 7 recognizes that coastal wetlands provide vital services in securing well-being, notably through their buffering floods and storm surges, coastal protection, and the effects of rising sea levels. On the other hand, it is also recognized that these coastal wetlands, especially coral reefs and those in small island developing states, are particularly vulnerable to the impacts of climate change and sea-level rise, with this vulnerability being increased by inappropriate land-use and development in the coastal area.
