This is directed at Contracting Parties and River Basin Authorities. The objective is to mitigate the impacts of natural phenomena such as floods, provide resilience against drought in arid and semi-arid areas, and contribute to wider strategies aimed at mitigating climate change and desertification, thus reducing the incidence or magnitude of natural phenomena induced or enhanced by such change.

This refers to Strategy 1.4: Integrate policies on the conservation and wise use of wetlands in the planning activities in all Contracting Parties and decision-making processes at national, regional, provincial and local levels, particularly concerning territorial management, groundwater management, catchment/river basin management, coastal and marine zone planning, and responses to climate change, all in the context of implementing Integrated Water Resources Management (IWRM). One of the key result areas listed is that information on wetlands and their role in mitigation and adaptation to climate change is completed by Ramsar COP 10.
