CBD Decision VII/15, 2 CBD Technical Series No. 10, Interlinkages between Biological Diversity and Climate Change (Advice on the integration of biodiversity considerations for the implementation of the United Nations Framework Convention on Climate Change and its Kyoto Protocol) [http://www.biodiv.org/doc/publications/cbd-ts-10.pdf] was prepared by members of the Ad hoc Technical Expert Group on Biological Diversity and Climate Change in 2003. Ramsar Resolution VIII.3, 17 The Resolution mentions the following other Resolutions: In Ramsar Resolution VII.10 the Conference of the Contracting Parties to the Ramsar Convention adopted the annexed Wetland Risk Assessment Framework as guidance for the Contracting Parties. Ramsar Resolution VII.16 outlines specific steps in relation to impact assessment. Ramsar Resolution VIII.9 urges Contracting Parties, among other things, to make use, as appropriate, of the Guidelines for incorporating biodiversity-related issues into environmental impact assessment legislation and/or processes and in strategic environmental assessment, as adopted by the CBD COP through CBD Decision VI/7, together with the assistance and guidance prepared by the Ramsar Convention’s Scientific and Technical Review Panel, which is found in Ramsar Resolution VIII.9, Annex. In addition, the Resolution makes reference to UNFCCC Article 4.1, which lists the commitments of all Parties to the UNFCCC, and KP Article 2.1, which enumerates the obligations of Annex I Parties relating to policies and measures.

This is directed at the registered project participants who have chosen to develop and implement CDM afforestation or reforestation project activities. Documentation must be submitted to the Designated Operational Entities hired by the project participants to validate the CDM project activity. UNFCCC Decision 14/CP.10 Annex, 14(c) and KP Decision 6/CMP.1, Annex 14(c) refer to small-scale afforestation and reforestation project activities under the CDM as defined in UNFCCC Decision 19/CP.9 Annex, 1(i) and KP Decision 5/CMP.1, Annex, 1(i) and further clarified in UNFCCC Decision 14/CP.10, 1 while UNFCCC Decision 19/CP.9 Annex, 12(c) and KP Decision 6/CMP.1, Annex 14(c) refer to project activities that are not considered small-scale.

The paragraph is directed at the UNFCCC and its Kyoto Protocol, and is thus interpreted to include Parties to these instruments. UNFCCC Decision 19/CP.9 Annex, 12(c), KP Decision 5/CMP.1, Annex, 12(c), UNFCCC Decision 14/CP.10 Annex, 14(c) and KP Decision 6/CMP.1, Annex 14(c) could be cited as concrete applications of this principle. Forest and carbon sequestration are specified as examples of future activities under the UNFCCC.

Ramsar Resolution VII.16
“Ecological character” of wetlands is defined in Ramsar Resolution VII.10, 11 as “the sum of the biological, physical and chemical components of the wetland ecosystem, and their interactions, which maintain the wetland and its products, functions and attributes.”
