This obligation applies to developed country Parties and other developed Parties included in UNFCCC Annex II.

UNFCCC Decision 2/CP.12, 7: This refers to donors to the fourth replenishment of the Global Environment Facility (GEF). GEF projects in climate change help developing countries and economies in transition to contribute to the overall objective of the UNFCCC. The projects support measures that minimize climate change damage by reducing the risk, or the adverse effects, of climate change.

States that full-cost funding shall be provided by the Least Developed Countries Fund to meet the additional cost of activities to adapt to the adverse effects of climate change, as identified and prioritized in national adaptation programmes of action (NAPAs).

This is directed at Parties included in Annex II to the UNFCCC. The Least Developed Countries (LDC) Fund was created under UNFCCC Decision 7/CP.7, 6. It is intended to support a work programme for the LDCs. This work programme should include NAPAs.

Implementation of the programme of work will begin with the initial activities specified in the SBSTA conclusions, which can be found in FCCC/SBSTA/2005/L.30 [http://unfccc.int/resource/docs/2005/sbsta/eng/l30.pdf]. The first step consists of compiling and making available to SBSTA 24 an initial list of organizations and institutions active in areas relevant to the programme of work. Parties and relevant international organizations are also invited to provide the secretariat with information as an input for compiling this list by 13 February 2006.

This requirement applies to Parties listed in UNFCCC Annex II. The Special Climate Change Fund (SCCF) was created through UNFCCC Decision 7/CP.7, 2. The SCCF is intended to finance activities, programmes and measures relating to climate change that are complementary to those funded by the resources allocated to the climate change focal area of the Global Environment Facility and by bilateral and multilateral funding in four identified areas, one of which is adaptation.
