The Operational objective 18.1 of the Ramsar Strategic Plan 2003-2008 (contained in the Annex) is to ‘Develop the capacity within, and promote cooperation among, institutions in Contracting Parties to achieve conservation and wise use of wetlands.’

This refers to paragraph 20 under Objective 4. To use Ramsar site network as a tool to promote national, supranational/regional and international cooperation in relation to complementary environment treaties. Treaties mentioned include the CBD, UNFCCC, UNCCD, CITES, WHC and the CMS.
