  • Initiate a process for the implementation of the Addis Ababa Principles and Guidelines for the Sustainable Use of Biodiversity, including putting in place supportive policies, laws and institutions at all levels of governance: CBD Decision VII/12, 2 SEE COMMENTARY 1

Practical principle 1 of the Addis Ababa Principles and Guidelines requires that supportive polices, laws and institutions are in place at all levels of governance and there are effective linkages between these levels. The Parties to CITES have also been urged to apply the Addis Ababa Principles and Guidelines in CITES Resolution 13.2, 2 (Rev CoP14) a .

Both these resolutions ask for application of the Guidelines for reviewing laws and institutions. The Guidelines themselves state that the main objectives of the review are to identify legal and institutional measures which constrain wetland conservation and wise use; and to support the development of positive legal and institutional measures for wetland conservation and wise use (Ramsar Resolution VII.6, Annex).
