Ramsar Strategic Plan 2003-2008, Operational Objective 3.4:
Actions 3.4.2, 3.4.5 and 3.4.6 suggested under this Operational Objective encourage the application of, respectively, the Guidelines for integrating wetland conservation and wise use into river basin management (Ramsar Resolution VII.18, Annex), the Guidelines for integrating wetlands into integrated coastal zone management (Ramsar Resolution VIII.4, Annex), and the Guidelines for the allocation and management of water for maintaining the ecological functions of wetlands (Ramsar Resolution VIII.1). They also suggest ensuring that national policy responses to the implementation of the Kyoto Protocol do not damage the ecological character of wetlands (action 3.4.9; see also the activities on management (adaptation and mitigation) within the module on climate change).

Ramsar Recommendation 2.3, Annex:
The Framework for Implementing the Convention carries a number of provisions relevant for aspects of wetland management: Provision of measures to mitigate or exclude any adverse effects of wetland transformation, including compensation measures, if transformation of wetlands is planned (2.6); monitoring and follow-up of authorized operations affecting wetlands including the adoption and utilization of corrective measures where required (2.7); definition and implementation of measures required to maintain the ecological character of wetlands (3.1); promotion of the sustainable management of wetlands to avoid over-exploitation of wetlands resources, and to provide for a firm social and economic basis for wetland conservation (3.2); effective conservation of listed wetlands, including wardening, development of buffer zones, and other land-use control mechanisms (5.2); dDevelopment of a planning system for wetland conservation based upon natural catchment areas (2.3); Development of management plans to maintain the populations of wetland species and of recovery plans for endangered species, as well as the regular review of these plans to ensure that their objectives, priorities and actions remain appropriate (3.4).
