Ramsar Strategic Plan 2003-2008, Operational Objective 12.1
Action 12.1.1 under this Operational Objective calls for cooperation with the adjoining jurisdiction in the management of the shared wetland systems, referring to the Guidelines on integrating wetland conservation and wise use into river basin management (Ramsar Resolution VII.18, Annex) and the Principles and guidelines for integrating wetlands into Integrated Coastal Zone Management (Ramsar Resolution VIII.4, Annex).

The Guidelines for allocation and management of water for maintaining the ecological fiunctions of wetlands contain principles, operationalizing the principles, the decision-making framework, the process for determining water allocations, scientific tools and methods, and implementation.

Ramsar Resolution VII.18, 17 Ramsar Resolution VII.18, Annex The Guidelines for integrating wetland conservation and wise use into river basin management, annexed to Ramsar Resolution VII.18, cover institutional frameworks, assessment and enhancement of the role of wetlands in water management, minimising the impacts of land use and development projects on wetlands and their biodiversity, maintenance of natural water regimes to maintain wetlands, and international cooperation. The Guidelines for international cooperation under the Convention, annexed to Ramsar Resolution VII.19, address shared wetlands and river basins, shared wetland-dependent species, working with international/regional conventions and agencies, sharing of expertise and information, international assistance, sustainable harvesting and international trade in plants and animal products, and foreign investment to ensure wetland conservation and wise use.
