Ramsar Resolution VIII.1, Annex:
The Guidelines for allocation and management of water for maintaining the ecological fiunctions of wetlands contain principles, operationalizing the principles, the decision-making framework, the process for determining water allocations, scientific tools and methods, and implementation.

This article specifies the need for protection against pollution or other harmful effects resulting from any development plans and uses of water and related resources in the Mekong River Basin.

The provisions of this article distinguish between the main stream/tributaries, intra/inter basin and dry/wet season. The Rules for Water Utilization and Inter-basin Diversion are provided in Article 26 of this treaty.

Article 26 of this agreement provides that the Joint Committee shall adopt guidelines for the locations and levels of the flows, and monitor and take action necessary for their maintenance.
